I think the argument is that as Intel's margins shrink, it is going to need to reduce its fixed costs to maintain its high P/E ratios. If AMD is to gain market share aggressively, and especially if it is to win DELL as a customer, it needs additional manufacturing capacity.

(And even if it doesn't it can use the new fab to make TV's or CD's or fairy lights for Christmas trees. Apologies to TS Elliot, Ezra Pound et allii).
