A sincere apology contains three elements...

1) Acknowledgment of personal wrong doing.

2) An indication to go forward with proper conduct, specifically related to the personal wrong doing.

3) An expression of sincere remorse specific to the personal wrong doing.

Rather identified the error but has not necessarily admitted personal wrong doing on his own part.

"What Rather meant: ... "I am sorry that we got caught and that these damn documents didn't seal the election for Kerry" (Rather)

Rather has come up lacking in the necessary requirements for a sincere apology, so it looks like you nailed it. I expect there will be much more on this in days to come.
