Could be. In the Gulf it is easy to find. Locate a salt dome, drill down the side. Stop when you get tired. Punch through the casing everywhere there is oil bearing strata. Pump.

West coast is a lot trickier. Not only do people object to the rigs("It just ruins the view!"), drilling in a faulted region can be problematic. Remember Santa Barbara?
