Libya was no threat to us. In the run-up to the Iraq war you may remember Libya was noted as a new Arab moderate trying to get everyone in the Arab world to chill out. Just like Bush matured from a coke-snorting party boy into a sober leader, Gaddafi has greatly matured over the years. He hasn't been terrorist-friendly for about 15 years. But that doesn't stop the Bushies from faking memos and lying about it to try and score artificial points in their phony war on terror. The Libyan deal is mainly a big oil deal.
