When Kerry met with the Vietcong and North Vietnamese officials, he was probably in violation of 18 U.S.C. section 953 which specifically prohibits United States citizens (non-government representatives) from negotiating with foreign powers. They could have thrown his ass in jail. Maybe Gerald Ford could have pardoned him.

No such problem for Nixon, McNamara and Kissinger. I seriously doubt that Nixon ever directly met with a Vietcong or North Vietnamese representative. Then again, Nixon never worked with an organization that was partially funded by Jane Fonda.
