I don't think it is an excuse. I think that the schools are already faced with cuts from both federal and, in many cases, state funding as a result of the economy. Meaningful programs are being cut at the same time as these new testing requirements are added. A businessman would look at this situation, and see a big red flag.

To require testing and not fund it forces schools to cut back on something else. Since there have already been deep cuts, any additional cuts go right through muscle and bone...
