Hard to tell. He wasn't in the news nearly as much, the governor can be pretty safely ignored for the most part. Mainly, he played golf.

Even by Texas governor standards, he was pretty much part time. Except when it came to tax cuts or doling out bennies to the rich and influential. Then there were amazing bursts of activity...
