Each country that adopts the cover of "pre-emptive war" will bastardize it ever further. shrub started the bastardization process immediately with the invasion of Iraq. Since shrub lives in a bubble it didn't even cross his puny little mind that there is an entire world full of despots in the wings who will jump at the chance to falsely claim that shrub legitimized their actions.
