(OTCPS: SPRU) has signed a Memorandum of Understanding to participate in a project that will develop and process certain coal oil reserves in the Yakutia Region of the Russian Federation. The first plant will process approximated 20,000 tons per year of raw material into various finished products. Currently a feasibility study is being completed to determine the size of reserves, site to build processing plant, governmental and other regulatory requirements and other details to ensure the project will be successful. The Company is also actively pursuing additional joint venture opportunities for oil fields in the Orenburg, Saratov, and other regions of the Russian Federation. To finance these opportunities the Company is in discussions with a number of financial groups and institutions both in Europe and North America.
