No, one has to be wounded to get a Purple Heart. Nowhere does it say that you have to be wounded by hostile fire. Bob Dole's first Purple Heart was also self-inflicted from a grenade he threw hitting a tree. Under your scenario, folks killed by friendly fire wouldn't really be dead.
