Even if you include military aid, which brings the total to around .2% of GDP, the US government aid as a percent of GDP is smaller than even the poorest European countries, according to your source:

Plus, a lion's share of the military aid also goes to Israel and is untouchable. So I think the email in your original post is misleading, implying that the US government spends vast amounts of aid money on "bad" countries, and if the government stops it we can pay for the Iraq war and more. I think the author of the email probably did not intend to mislead. He or she probably suffers under the common misconception that the US is still giving vast aid to the world. The US gave lots of aid in the years after WWII, but in the last few decades the situation has changed dramatically.

I don't know how stopping private aid will help pay for the Iraq war. Is the US government going to ask its aid giving citizens to send the money to the US Treasury instead?
