Even if you include military aid, which brings the total to around .2% of GDP, the US government aid as a percent of GDP is smaller than even the poorest European countries,

Don't forget to include the money we spend on world security, while acting as a policeman. That is more important than all the other "Aid" spent. So add in the cost of securing and rebuilding Iraq, the Bosnia cost, etc.
