If they can't get the basics right, how in the world could they be expected to enforce the "rule of law" under grander, more complex - and in often dangerous - situations? Oh well. If this New Yorker had his druthers, every one of those ineffective bureaucrats would be seated economy class on a flight back home...faster than any of them could say "League of Nations." LPS5
