Ironically said by a man presiding over an organization that, at last count, owed NYC over $20M in fines for moving violations and unpaid parking tickets. If they can't get the basics right, how in the world could they be expected to enforce the "rule of law" under grander, more complex - and in often dangerous - situations?

Oh well. If this New Yorker had his druthers, every one of those ineffective bureaucrats would be seated economy class on a flight back home...faster than any of them could say "League of Nations."
