Hong Kong was different in that it was under lease (or at least a big part of it was), but Hong Kong was not part of the People's Republic of China until it was handed over a few years back.

The fact that a country might invade another country or territory if it does or says certain things doesn't make that country or territory part of the potential invader, whether the invasion effort would be trivial (Hong Kong) or difficult (Taiwan).

There is "one China", in the same sense as there is "one Korea". Taiwan might be part of that "one China", but it isn't part of, or subordinate to the People's Republic of China. This current fact has little to do with the cold war (even if the cold war was a partial cause of the fact, the fact remains with or without cold war)
