We had actionable cause.

We had actionable cause in the first war because they invaded Kuwait, the result of that war was a cease fire agreement. Iraq violated the casefire agreement giving actionable cause for the 2nd war.

A UN invasion would NOT have been unilateral, not because the UN has many members but because the UN led the action to defend Kuwait and it was with the UN that Iraq agreed to terms to end the first gulf war

The US brought the coalition together and provided most of its force, the US determined the terms, consulting with other UN members but with little input from the UN as an institution. The US waged war against Iraq back in the early 90s, agreed to stop the war in exchange for the cease fire agreement. As soon as the agreement is breached then there is no more cease fire and "fire" can resume.
