The real problem is the scenario.

There is not a plausible scenario where Burkett or a confederate forged the documents and did such a bad job of it. You can't just look at each step in this drama as if hey were unrelated. That doesn't mean that all the steps were planned, or even those which were planned came from the same person, the but the gestalt of the scenario has to flow with some idea to motives and opportunity.

The scenario of Kerry sending such an amature effort, or Burkett setting himself up for humiliation does not have such a flow.
