There is no "might be" about it -- it is part of China. As to how and when the administrative system of Taiwan will be merged within the national context, that is the subject of much uncertainty -- the only thing that is known with complete certainty is that Taiwan is part of China.

As for Hong Kong, it was indeed "leased" -- now you need to answer the question, who held the lease? If Hong Kong was not a part of China while it was under lease to the British, then it would not have been returned to its rightful owner. Hong Kong was a part of the China during the entire period it was under lease -- China always held the lease because Hong Kong was and is part of China.
