The understanding of what Kerry has said or not said depends on the level of a person's intellect. When Kerry says "The world is not a safer place with Saddam out of power" a intelligent person does not conclude that to mean that Saddam should not have been removed from power. All it means is that when Bush invaded Iraq thinking that removing Saddam would make the world safer was a wrong diagnosis. The world would have been safer if Osama was removed first instead of Saddam.

As always, Bush has aimed to achieve the lowest standard. Preferred to remove Saddam instead of the ace Osama. That is what I take that Kerry means when he says the world is not safer with Saddam out of power.

Now you can spin it anyway you like but remember though that by doing so you run the risk of being considered an idiot instead of a liar, take your pick.
