They were intermediaries for the terrorists, since that is what Bush calls the insurgents. We were negotiating an arrangement between the US military and these insurgents. The truth is that we do occasionally negotiate with groups that employ terrorist tactics, sometimes above board, and sometimes (like 'Hero' Ollie North and Iran/Contra) below the surface.
