Absolutely if Allawi wants to release them he can order it. He won't of course because he and the whole world know rule number 1 with regards to kidnappers. You do not pay ransoms because when you do, suddenly instead of a few kidnappings you've got hundreds to thousands. The US military is playing a secondary role. And the Iraqi National Guard troops and police are NOT being killed by their "countrymen". The Sunni and FOREIGNERS with bombs are simply criminals, Batthists, Fedayeen, Al Qauida etc with nothing positive to offer.
