Those cease fires in Fallujah were designed to get the heat off the subhuman criminals because they were taking a tremendous beating. They had no intention of surrendering or anything else. It was a sham and scam. We learned from that and applied the rule in large part at the Najef shrine. Al Sadr's forces lost 80%+ of their fighters too and there was no respite.
