Any word or term could be a loaded word or term in the right context, but I think calling a group that regularly uses terrorism a terrorist group, is just being accurate and conveying the information in a concise way.

If Reuters really wants to use, "militant group" instead I wouldn't object to strongly, at least if the body of the story doesn't try to hide what type of group the are talking about.

If Reuters changed their story because of intimidation that is a bad thing, but it would hardly be the first time. CNN didn't report on certain news stories about Iraq for years because they where intimidated by Saddam. (They later admitted as much)
