There is literally no way he can win because the international community depises him and distrusts him. If their leaders send troops to help Bush they will be voted out of office.

Any troops they would send would have minimal impact. If the war really is lost it would still be lost even if the international community loved and trusted Bush, so your "because" makes no sense.
