It may be the safe part about shrub having the football is that he's too stupid to figure out how to operate it.
Otherwise, shrub's clearly too dangerous as he is:

1. shrub is creating MORE terrorists.
2. shrub let zarqawi off...3 TIMES
3. shrub is holding back information on saudi support of terrorists.
4. shrub stopped investigations of terrorists in this country before 9/11.
5. shrub met with Sami Amin Al-Arian during the 2000 campaign in Florida. Al-Arian is charged with 50 counts of terrorism. Al-Arian even went to a White House briefing with Karl Rove.
6. shrub's uncle - ceo of bank laundering terrorist funding.
7. shrub delayed action against osama in Tora Bora long enough to let osama escape.
8. shrub allowed known terrorists into Florida last month as a vote getting tool with anti-castro Cuban exiles.
9. Getting rid of saddam was something bin laden wanted.
10. The Shia government in Iran is militarily threatened...ANOTHER goal of OBL.
11. American troops have been removed from Saudi Arabian territory...ANOTHER OBL goal.
12. The secular government in Syria is militarily threatened...ANOTHER OBL goal.
13. The House of Saud is in disarray...YET ANOTHER OBL goal.
14. Anti-US sentiment has catapulted among Muslims...a HUGE strategic goal of OBL.

shrub says "war on terror"...who's he kidding...he loves terrorists.
