Yes, Bush sold it so cheaply that he practicly gave it away, my safety, yours, the whole American public's, and even international. He sold it cheap to Cheney and Halliburton for a chance to grab half the world's oil. A chance that they screwed up, so they pawned off my safety for nothing.
