This isn't an accurate characterization.

Bush declared the broader war to be over and it was, in fact, a job well done. But there is a war of much narrower scope still underway and it may be for a while. I don't know of anyone who didn't expect it.

14 or 15 of the 18 provinces are secure according to the Iraqi Prime Minister. That's not bad. The others will be secure in plenty of time to make the election deadline.

As to "massive public relations", that's crap. Give these people a path to security and all will be well.

You ask a lot of good questions and many are the same questions I have. Some questions you asked have rather obvious answers. But if history tells us anything it is that war is unpredictable by its nature, and whatever planning is done will ultimately prove to be inadequate. All things considered, I believe the war (including the phase we're in now) has gone remarkably well.

When it is over, and it will be sooner than many think, the accomplishment will have been worth it.
