I've read it. By my read, Bush let 9/11 happen after being strongly warned by Clinton, and not reading or doing anything about the PDB "bin Ladin determined to Attack within US" while on his month long vacation while we were at high alert. Condi was out to lunch, more concerned with the missile defense system than terrorists. Bush actually CUT the anti-terrorism budget proir to 9/11, probably becuase Clinton warned him about terrorists specifically!
Let's not forget, Clinton never got the proof that Osama was behind the Cole from the CIA until he was on his way out. It was up to Bush to do something, and he did NOTHING. Even Osama was surprised.
