In defense of those handling the war, my understanding is that most of the regular army, exclusive of the elite Republican Guard units which fought to their destruction, essentially evaporated. And I think I recall this was a surprise and US commanders would have preferred if some of the regular army units survived and joined the coalition. Apparently morale in the regular army units was abysmal.

Re. the police, my belief is they were Saddam's enforcers and keeping them in place would have created more problems than it solved. Maybe there were others solutions which could have been tried - making more use of pre-trained cadres of exiles.
