When the Germans invaded the Soviet Union on 6/22/41 they were literally welcomed with kisses and flowers in many places, especially the Baltic Countries, the Ukraine and the Caucsus. Even in Belarus, your cite mentions that the Germans got a welcome "that was more than ambivalent."

One individual German general, von Kleist, actively tried to win over these Peoples with kindness and was so successful (hundreds of thousands were recruited to fight against Stalin)
that after the war the Soviets charged and convicted him of having 'alienated through mildness and kindness the population' of the Soviet Union.

But the Germans in general (Nazis in this case) threw away this potential goodwill by their hubris and offensive manner of treating their "subject" Peoples as 'untermenschen'.

As you well can imagine, the issue of the occupation is still a sensitive matter in countries like France. Your Belaurus link I would take with a grain of salt too. There were many more partisans when the front lines were in flux. When the front was stable, the Germans were more or less able to handle the partisans... who were in any event always being absorped into regular Soviet Armies.

The whole issue of "occuapation" is a complex and interesting topic.
