20m tons/year is approx 4.9m barrels, or 130,000bpd.

That is very small.

Just one of Iraq's many pipelines is 1m bpd.

I would have thought it would need to be larger, both to satisfy China's demand and to stimulate Russia'a oil industry.

"On this subject, the Russian government has talked about joint actions with the aim of supplying 6 million tons of oil to China in 2004, 10 million in 2005 and 15 million in 2006"

Looks like 10mbpd initially:

The Atasu-Alashankou pipeline would initially carry 10 mm tpy (200,000 bpd) of Kazakh Kumkol crude annually and cost an estimated $ 700 mm to $ 850 mm, making it seem relatively modest. Officials expect construction to start perhaps as soon as August and to be completed by the end of next year. An additional 10 mm tons of capacity would be added by 2011.

Russia did, however, give assurances that it will deliver crude oil by rail to China - amounting to 10 million tonnes in 2005 and rising to 15 million tonnes in 2006.

There were plans for a larger one that were scrapped. That was to be 30m tons

The initial capacity of the line will be 400,000 barrels per day (bpd) - 30 million tons per annum.

China must be peeved at being jerked around for two years.
