This is an example of somethng that has nothing at all to do with whether or not there is a dictatorship. Iraq could have elections every year and still continue with honor killings. There are hundreds of other examples of the collective leanings of other cultures not requiring us to look at this sort of violent behavior. There are also things about individualism that are repugnant to people in other parts of the world, and within the US you will find many people dead-set against individualism -- for example, gay marriage. Many in the US do not want personal liberty -- they want their narrow value set imposed on others.

What sets a modern society aside is the rule of law. We set back the cause of the rule of law with the invasion of Iraq. Nor did we do anything to establish the rule of law after we invaded -- on the contrary, Iraq became a lawless mess when we put our boots on the ground. Law and order on the ground is more likley to come from a religious militia than from our soldiers.
