<It will be relatively lenient, and, in its proceedings, err on the side of caution, for example, by applying the judicial maxim "innocent until proven guilty".>

We kill people every day with bombs dropped onto their houses -- innocent until proven guilty? We do not even know who is in the house until the dead are dragged out. And even then, when it turns out that we killed women and children we blame other people for the killing by calling them "human shields". The rule of law? No. In Iraq it is the rule of the gun that we implemented. And under the rule of the gun, the killing grinds on and on and on. There is no law in Iraq. There is no capability to enforce the law in Iraq. There is only the daily killing -- the daily chaos by which so many elements engage in the daily orgy of death. The invasion was illegal -- that set the tone for the occupation -- a lawless mess, with only the gun to settle the score. We turned Iraq over to the criminals, the militia, and the foreign fighters the day we ourselves broke the law and invaded Iraq.
