We are fighting guerrilla insurgents and terrorists. Irregular war is war, too. When it ceases to be war, and becomes primarily a police matter is when we will have won. Of course, even in police raids, sometimes by- standers are hurt. Anyway, we shall see as the situation on the ground develops, and the Iraqi government becomes more secure in its mandate, and has more of its own troops to use........
