I would say this is an accurate characterization. Business in Vietnam has flourished, but there is still heavy-handed bureaucratic control -- an area where the government has proven relatively inept.

The story of Vietnam politics is many demographic -- the "old guard" from the war years has held onto power, but is aging and dying off. The population overall is younng and there is an emerging new leadership class -- the future will depend in their decisions.
