For a guy who spent the last year and a half pretending that things have been going pretty well in Iraq, you don't have many qualifications in the "have a clue" department. Vietnam is a country that faces challenges -- not the least of which is a change between generations of leaders. The old guard has been clinging to power -- and many of the moves in the last two years reflect a desire to cement the status quo. This will not work. When you are in Vietnam, one of the things that hits you first is the extraordinary entrepreneurial spirit of the population. They tried to bottle this up for many years and it cannot be bottled up nor should it be. On the political front, they will make progress as they go from the old guard to the new generation. It will take time, and they have been slow to open up the political process. But the bottom line is they are better off now than when we were willing to devote our troops, our military equipment and our wealth to the task of killing them in the millions.
