Human Rights Watch estimates the "disappearances" under Saddam as 250,00 - 290,000. That doesn't count "special" campaigns like the Anfal campaign against the Kurds or "Arabization" of Kirkuk or the clearing out of the Marsh Arabs. Please note that these last two operations were still ongoing in 2002. Although most of the of the corpses in the mass graves dated to 1988 - 1991, there have been recent mass graves found also,

Considering this, and remembering that not all the dead wound up in mass graves, you have to say guess quite conservatively that Saddam was killing 5000 to 10,000 a year as a matter of routine, even without the special campaigns. This tallies with eyewitness accounts that disappearances happened all throughout his reign.
