<a few Vietnamese ex-pats....> Above all, Vietnamese expats are the least reliable source of information -- if that is your source it is no wonder you are so out of touch. It is tough to be on the losing side of a war. And your "expats" are considered little more than traitors within Vietnam. Most have little idea of what is going on in Vietnam, and no reason to say anything that goes beyond their bitterness at being the losers.
