You need one wireless router going to the cable modem/DSL and one wireless adapters on each PC. Nowadays, the 801.11g routers and adapters are real cheap.

Only caveat of placing router in basement is that if you have a metal mesh underneath your floor tiles between your PC and the router, your signal may be too weak to work. ie: I found that all the routers I tried can penetrate one floor (with weak signal), but not two. If you live in a condo, sometimes your neighbours may have wireless too, and if they forget to enable security, you get to use their internet access for free.
