I believe Bush's postwar neocon plan screwed up the country so badly that the Iraqis didn't get it, thought we were screwing with them deliberately, and now see us as the problem. If that is a clever plot to unite the Iraqis by giving them a deadly foe to opposed, then Bush is scarier than I imagined... :)
