It will continue to be a tough path. Lots of bad things can happen, including virtual civil war sparked by underrepresentation of a particular group, assassination, etc.

I hate to even mention it, but maybe Iraq could go with a representative government who would choose the President and/or PM ala the Electoral College. Given that Iraq is more of a locally driven society (I hesitate to say 'tribal' because that connotates primitive, but they seem to place trust in hierarchical family and clan lines rather than political or sociological groups) than a nationalistic one, maybe that would be a first step.

Of course, we're still stuck with the electoral college, so that might not be the best solution... :)
