It's the same explanation, Junior was stupid and Cheney was Corrupt. Throw in a bit of Rumsfeld mismanagement too.

The Europeans followed the U.S. lead. If the U.S. was only going to send in a token force then that is all that you could expect from anyone else.

If Junior had made even half an effort to prosecutre the war on terror instead of the grab for oil he would have found much support.
