Well, the number of trucks overall SHOULD NOT increase much. The way it worked before is that the Mexican trucks came into the states, stopped at the border, dropped their trailers and American trucks took whatever they were carrying on to it's destination. Now they will be able to just go on.

But to answer your licensing question, in theory they should be trained and have the CDL equivalent license. IN THEORY...When it comes right down to it, no one knows.
