Suicide bombers don't appear in totalitarian states for a very good reason (aside from the fact that the only Islamists Saddam allowed in Iraq were working for him). If they try it, the state replies by killing 1000 of them, their friends, their families, and anybody in their neighborhood. So they don't try it. Look up what happened in Hama, Syria in 1982 for an example of what happens if they forget this rule.

Suicide bombing depends on the desire of the other side not to kill civilians in large numbers. If both sides are equally bloodthirsty, then suicide bombing is just suicidal for the whole side that tries it.
