As you said, it wasn't about political expediency.

I think it is clear that Bush got in office and found himself developing a new understanding of the issue. I think it would be great if he admitted it. But he came to realize that "nation building" is, today, a part of war. We cannot go to a foreign country and conduct a war without taking on responsibility for the power vacuum that ensues.

As to Saudi Arabia, we're in a tough spot and the amount of pressue which can be applied is limited.
