KT, what Paul does not mention and what you are overlooking is that in exchange for debt forgiveness, the IMF extracts questionable concessions in the name of globalization. This is one of the main reasons for the massive demonstrations against the IMF and why some nations have the shocking gall to refuse IMF loan offers. This is not benevolent foreign policy. This is economic blackmail.
