<to influence events in these countries as pertains to oil> on that issue there is again little doubt -- oil is the world's most disruptive strategic resource. If there was no oil in Iraq we would not be there. China will inevitably use their military to exert claims of dubious quality over oil in the south China sea -- an issue that could trigger wars or at least extreme tensions. But there are no even half-joking claims that Malaysia is part of China, anymore than California is part of Japan because there are sushi restaurants.
