The Rule of law is pretty much a national thing. There is no world government, and there is no real rule of law on the international scale. To the extent that their is a rule of international law it consists of treaties and agreements between nations. We didn't agree to renounce the use of force without UN approval, or to never invade another country. What went on at Abu Ghraib could be considered a violation of international law (esp. if you believe it was done as a matter of policy, I don't but some do), because we have signed and ratified treaties about the treament of prisioners.
