I don't think so! In fact, Rangel hasn't exactly been beating the drum on this - the numbers don't seem to back up the hypothesis; that African Americans are "disproportionally in harms way when there is war".

Korean War, black or African American represent 8.4% of American active duty deaths (3,075).

Vietnam War, Black or African American deaths represent 12.4% of American active duty deaths (7,241).

Persian gulf war, Black or African American deaths represent 17.2% American active duty deaths (63).

Operation Enduring Freedom (as of Sep 4, 2004), black or African American deaths represent 6.7% (9) of American active duty deaths.

Operation Iraqi Freedom (between May 2003 and Sep 4, 2004), black or African American deaths represent 12.2 (103) of American military deaths.
