Different states have different open periods for counting the overseas votes. In some states they accept and count overseas votes until 3 days after polling day while in some states it is upto 14 days after polling day. We also hear that this time some states will delay mailing the ballots and hence reduce the number of days a overseas voter will have to cast their vote from the time they receive their ballot till the time they mail it in. etc. etc.
