France has already said they will not send troops. However, they can exert influence in many other ways. George Bush has essentially burned the bridges, with a prewar Rumsfeld calling France and Germany "old Europe", freezing France out of Iraqi reconstruction and fostering an anti-French movement in America. A new president is a clean slate. Anyone can do better with respect foreign relations than Bush.
